We follow the daily life of Shen Shi, a young man looking for his brother. To find him, he goes to the Dali Temple. One thing led to another, he eventually became an officer for Li Bing, a senior official with the appearance of a white cat.

Maestra Canuta and Director Rigoberto Patiño are the butt of all his jokes and they do not hesitate to give him severe punishments when they realize that Jorgito's sharp tongue is attacking them. Oggy, an anthropomorphic cat, would prefer to spend his days watching television and eating, but is continuously pestered by three roaches: Joey, Marky and Dee Dee. In many situations Oggy is also helped by Jack, who is more violent and short-tempered than him and is also annoyed by the cockroaches. Bob, a short-tempered bulldog, also appears in the show, and is Oggy's neighbor.

It mocks the inefficiencies and contradictions of PRL institutions—from corrupt officials and inept police to bizarre workplace dynamics and social hypocrisy. Underneath the absurdity lies a thriller-like subplot: a drug trafficking operation smuggling heroin from Thailand to West Germany. This storyline, featuring shady sports officials, a Thai student, and a crooked firefighter, adds a layer of intrigue reminiscent of American crime dramas.
