The picture opens with Brownie in a tuxedo, eating an elaborate meal and finishing with the proper use of his finger bowl. It is all a dream, however, as he is but the assistant to an itinerant glazier who ties a stone to Brownie's tail and has him break show windows for his master to repair. The glazier combines business with a clothes cleaner and Brownie with his mud-smeared tail, rubs up against people and brings in plenty of business.
Mr. Hoppy is a shy old man who lives alone in an apartment building. For many years, he has been secretly in love with Mrs. Silver, a woman who lives below him. Mr. Hoppy frequently leans over his balcony and exchanges polite conversation with Mrs. Silver, but he is too shy to disclose how he feels. Mr. Hoppy longs to express his feelings to Mrs. Silver, but he can never bring his lips to form the words. Mrs. Silver has a small pet tortoise, Alfie, whom she loves very much. One morning, Mrs. Silver mentions to Mr. Hoppy that even though she has had Alfie for many years, her pet has only grown a tiny bit and has gained only 3 ounces in weight. She confesses that she wishes she knew of some way to make her little Alfie grown into a larger, more dignified tortoise. Mr. Hoppy suddenly thinks of a way to give Mrs. Silver her wish and win her affection.
Informed by her husband Ed that they will not be honeymooning at Niagara Falls as promised, but rather at the County Fair, newlywed Peggy decides it is time to assert her independence and steals away to the falls alone, leaving her bewildered husband to follow. Gradually, Ed learns to submit to his wife's modern attitudes until he discovers that her continual visits to the city have not been to the dentist's, as she had said, but to the studio of portrait painter Perry Pipp. Ed angrily confronts Peggy with her deception, forcing her to return home to her parent's house. Later, when Ed learns that Peggy has been posing for a portrait as a birthday surprise, he begs his wife's forgiveness, which she bestows, along with the information that a baby is on it's way.
